In 2024 zijn wij door de gemeente Enschede gevraagd om samen een toekomstvisie op te stellen voor bedrijventerrein De Reulver. Onze rol bestond uit het begeleiden van het planvormingsproces, en het uiteindelijk samenstellen en visualiseren van het plan.
De toekomstvisie voor De Reulver richt zich op het intensiveren van het ruimtegebruik, het vergroenen van het terrein en het verbeteren van de bereikbaarheid en veiligheid richting 2040. Dit plan is onderdeel van de Economische Ontwikkelagenda 2024 en sluit aan op het toekomstbeeld uit de Omgevingsvisie van de gemeente. Het doel is om het bedrijventerrein toekomstbestendig te maken en een aantrekkelijk investeringsperspectief te bieden voor ondernemers en andere betrokkenen.
Tijdens een participatietraject, met meerdere gespreksrondes met eigenaren en de gemeente, zijn de wensen van alle partijen steeds duidelijker geworden. Zowel de kortetermijnproblemen en oplossingen als de langetermijnuitdagingen zijn in kaart gebracht.
De verschillende ambities, voortkomend uit uiteenlopende vraagstukken, zijn verwerkt in drie scenario’s. Deze scenario’s dienden als bouwstenen voor de uiteindelijke toekomstvisie, die is ontstaan uit een zorgvuldige afweging en samenvoeging van de belangrijkste elementen uit elk scenario.

In 2024, we were asked by the Municipality of Enschede to collaboratively develop a future vision for the De Reulver industrial estate. Our role involved guiding the planning process and ultimately compiling and visualizing the plan.
The future vision for De Reulver focuses on intensifying land use, greening the area, and improving accessibility and safety toward 2040. This plan is part of the 2024 Economic Development Agenda and aligns with the long-term vision outlined in the municipality’s Environmental Vision. The goal is to make the industrial estate future-proof and to offer an attractive investment perspective for entrepreneurs and other stakeholders.
Through a participatory process, involving multiple rounds of discussions with property owners and the municipality, the wishes and needs of all parties gradually became clear. Both short-term issues and solutions, as well as long-term challenges, were identified.
The various ambitions, arising from a wide range of questions and concerns, were incorporated into three scenarios. These scenarios served as building blocks for the final future vision, which was developed through a careful evaluation and combination of the most important elements from each scenario.
